Sana’a: Strategic Agreement to Localize the Textile Industry
On Tuesday, February 24, 2026 (7 Ramadan 1447 AH), the capital city of Sana’a witnessed the signing ceremony of a strategic memorandum of understanding between the Sana’a Chamber of Commerce and Industry and the General Corporation for Spinning and Weaving. The ceremony was held under the auspices of Sam Ahmed Al-Bashiri, Acting Minister of Economy, Industry, and Investment, and in the presence of leaders and representatives from both the public and private sectors.
The memorandum aims to localize the textile and clothing industry and enhance industrial and commercial integration between the public and private sectors, within the framework of the national vision for building a modern Yemeni state and promoting the “Made in Yemen” initiative.
The agreement lays the foundation for implementing the “Golden List” project, which includes 15 priority national products, such as school uniforms, professional uniforms, Hajj clothing, traditional clothing, and fabrics for the healthcare sector. Under the memorandum, the General Corporation for Spinning and Weaving Industries will provide high-quality raw materials, including yarns and fabrics. The Chamber of Commerce will work to attract investors and direct national capital towards manufacturing these products, securing marketing outlets, and activating the factory in a way that contributes to driving economic development.
In his capacity as the Acting Minister of Economy, Industry, and Investment, Mr. Sam Ahmed Al-Bashiri, affirmed that this memorandum represents a strategic step towards achieving self-sufficiency and enhancing national production. He indicated that the Ministry will provide all forms of support to ensure the project’s success and monitor its implementation.
For his part, Mr. Ahmed Abdul Latif Al-Makhdhi, Chairman of the Board of Directors of the General Corporation for Spinning and Weaving Industries, explained that the Corporation is committed to providing raw materials according to the highest specifications, thus guaranteeing the competitiveness of the national product in the local and regional markets. The Chairman of the Board of Directors of the Sana’a Chamber of Commerce and Industry, Mr. Ali Mohammed Al-Hadi, affirmed that the Chamber will work to attract investors and provide a suitable environment for developing the textile industry in the capital. He emphasized that this partnership will contribute to protecting the national currency and creating new job opportunities. He also stressed that activating the factory and operating the production lines is a religious and national duty, and that they will work to revitalize it, utilizing the Economic Development Department and the Chamber’s textile and apparel sectors to stand alongside the factory’s management.
The memorandum stipulates the formation of a joint committee comprising representatives from the institution, the Chamber, and the Ministry of Economy to monitor implementation and overcome obstacles. It also includes the establishment of a permanent exhibition for national products within the “Golden List” project.
This memorandum will remain in effect for five years, renewable, thus enhancing investment opportunities in the industrial and production sectors and reinforcing the drive towards self-sufficiency. The signing ceremony of this memorandum was attended by the Director General of the Foundation, Eng. Walid Al-Qadami, Mr. Ammar Al-Qahtani, Director of Relations and Economic Development at the Chamber of Commerce, Mr. Abdullah Al-Barawi, Head of Operations at the Chamber, Mr. Talal Al-Wabari, Head of the Tobacco and Matches Sector, Mr. Osama Al-Ahlasi, Head of the Clothing Sector, Mr. Talal Al-Qahoum, Head of the Textiles Sector, and a number of representatives of the private sector.
