Exceptional exemptions at fixed exchange rates… Sana’a opens the door to smart registration for converted vehicles and American equipment

In a demonstration of the revolutionary leadership and the Supreme Political Council’s keenness to address the needs of citizens, and within the framework of official directives aimed at alleviating the severity of the living burdens resulting from the aggression and the unjust economic blockade, the Tax and Customs Authority in the capital Sana’a launched a broad national campaign to register vehicles and equipment of American origin, cars with a steering wheel, and buses (7 passengers), arriving at the ports and registration committees.

This exceptional decision, published by the Yemeni News Agency (Saba), comes as a rescue and responsible step aimed at providing radical treatments and realistic solutions that take into account the harsh conditions that the country and the citizen are going through as a result of the targeting of the national economy by the aggressor coalition countries and their mercenaries through the transfer of the functions of the Central Bank, the cutting of salaries and the encouragement of smuggling.

Background to the decision: A wise response to block extortion and the risks of smuggling
The years of siege and aggression have created numerous challenges in the transport and equipment sector. Restrictions on official border crossings have forced many vehicles to use alternative or complicated routes without completing the necessary legal procedures. Among the key reasons and motivations behind this wise decision are:

Reducing the risks of “steering wheel” vehicles: The demands of reality have led to a large influx of these vehicles due to their affordability for citizens. However, the lack of customs and technical regulations has hindered their owners and restricted their freedom of movement. Instead of resorting to arbitrary measures, the Sana’a government has opted for a solution that ensures both vehicle safety and the rights of citizens.

Supporting the low-income front (7-passenger buses): These minibuses represent an economic lifeline for thousands of families who have persevered despite the blockade, as many young people and parents rely on them as an alternative means of securing a decent living. The decision was made to grant this segment of the population legal protection and shield them from extortion or violations.

Lifting restrictions on importing American equipment and vehicles: Much heavy equipment and machinery of American origin has remained stuck at ports and customs centers due to inherited technical and legal complexities. This decision aims to release these capital assets and propel them toward development, construction, and reconstruction.

Package of financial facilities and privileges: State care for its citizens
The most prominent feature of this official initiative was the provision of an unprecedented package of financial benefits that reflects the Sana’a government’s faith-based identity and national responsibility to stand by its citizens. A two-month grace period, encompassing June and July 2026 , was granted , and included the following:

Major reductions in import ban fines: Extensive exemptions and significant reductions in fines resulting from the ban on importing certain categories will be provided, relieving owners of substantial sums that had accumulated due to the exceptional circumstances.

Reliance on the fixed official exchange rate: While the occupied governorates are experiencing widespread chaos and a catastrophic collapse of the national currency due to the policies of the mercenaries, the Sana’a government is proving its success in maintaining the stability of the national currency and the exchange rate; as the customs value will be calculated according to the fixed and stable official exchange rate at the Central Bank in Sana’a, thus saving citizens more than half the cost compared to free market prices.

Seriousness in implementation: A call to seize the opportunity before the law is enforced
Based on the principle of the rule of law and the regulation of revenue-generating institutions to protect the resilient economy, the Tax and Customs Authority affirmed that this grace period (June-July 2026) is a historic and exceptional opportunity that will not be repeated, warning against the consequences of failing to regularize the situation. After its expiry, firm and strict measures will be implemented to ensure the maintenance of public order, including:

Calculation at the prevailing market rate: The official exchange rate advantage will be immediately abolished, and free market exchange rates will be used when assessing customs value and tax duties, which will increase the financial burden on those in arrears.
