Hamas Holds the Occupation Fully Responsible for Sabotaging the Ceasefire — Urgent Demands to Mediators and Guarantors, Condemnation of Daily Violations

In a decisive statement issued amid ongoing Israeli violations and repeated attempts to undermine the ceasefire agreement, the Islamic Resistance Movement (Hamas) delivered a resounding political message to guarantor states, mediators, and the international community—holding the Israeli occupation fully responsible for the daily breaches threatening the truce and deepening the humanitarian catastrophe in Gaza.
The statement, released one month after the Sharm El-Sheikh Agreement took effect, presented a documented record of violations and an urgent list of humanitarian needs, calling for immediate and firm action to halt escalation, open crossings, and rescue civilians from famine, cold, and death.

Commitment of the Resistance and Humanitarian Field Efforts
Hamas reaffirmed that the resistance forces have adhered in good faith and with precision to the ceasefire terms. It emphasized that the movement handed over twenty captured Israeli soldiers alive within 72 hours of the agreement’s implementation and has been making continuous, coordinated efforts with mediators and the International Committee of the Red Cross to locate and recover the remains of others—despite the destruction of large parts of Gaza and Israel’s control over roughly 60% of the territory.
The movement stated that 24 out of 28 bodies had already been located, and it provided mediators with coordinates for additional remains lying in areas under Israeli control. Hamas affirmed that it continues the search and rejects any excuses from the other side.

Casualty Figures Reveal a Pattern of Systematic Killings
Hamas cited devastating statistics on the violations recorded during the first month of the agreement:

271 Palestinians killed by Israeli airstrikes and gunfire since the ceasefire began—over 91% civilians, including 107 children, 39 women, and 9 elderly people.

622 injured, 99% civilians, including 221 children, 137 women, and 33 elderly.

These figures show that 58% of the martyrs and 63% of the wounded were children, women, and elderly civilians—evidence of a deliberate and punitive campaign.
The statement also documented cases where Palestinian bodies were exhumed and mutilated, labeling such acts as “complete war crimes”, and urged the international community to investigate and hold those responsible accountable.

Field Violations and Breaches of Withdrawal and Aid Clauses
According to Hamas, Israel has failed to comply with the agreed temporary withdrawal line, exceeding it by about 33 square kilometers and maintaining armed incursions 400–1,050 meters deep beyond the yellow demarcation line. It has also placed concrete barriers extending 200–800 meters beyond that limit.
Demolition of civilian homes and infrastructure continues in occupied zones beyond the line, flagrantly violating the agreement.
Regarding humanitarian aid, Hamas reported severe obstruction:

Over 6,000 aid shipments blocked at crossings.

Only 38 gas trucks and 92 diesel trucks allowed in—about 8.4% of the agreed quota.

Daily deliveries averaged less than 200 trucks instead of the 600 agreed upon.

Zikim crossing remains closed, and Rafah crossing has not reopened in either direction despite the commitment to do so from October 20, 2025, worsening the suffering of patients, stranded travelers, and students.

 

Detainees and Missing Persons: Obstruction and Incomplete Records
Hamas reported that 35 Palestinians had been newly detained, including fishermen, with 29 still held captive, and that over 1,800 Gazans remain missing. It accused Israel of deliberate delays and of providing fragmented, duplicate, or incomplete lists of detainees, prolonging the anguish of families and hindering verification and release procedures.

Clear and Urgent Demands to Mediators and Guarantors
Hamas issued a series of concrete demands directed at mediators, guarantor states, relief organizations, and allied nations:

Full and precise implementation of all terms of the Sharm El-Sheikh Agreement.

Immediate withdrawal to the agreed temporary line and an end to incursions and armed control.

Unrestricted entry of 600 aid trucks daily, including 50 fuel trucks, and reopening of Zikim and Rafah crossings.

Full freedom of operation for UNRWA and facilitation of aid entry and distribution.

Admission of 300,000 tents and emergency shelter supplies before winter.

Entry of heavy machinery and equipment to clear rubble and restore power, water, and hospital services.

Complete disclosure of detainee and missing persons’ data and free access for medical, humanitarian, media, and civil-defense teams.
